Following the recent appointment of the Managing Contractor, the new theatre project will now undergo two approval processes
approval under the Queensland Heritage Act 1992
a Ministerial Infrastructure Designation (MID) under the Planning Act 2016
As State Government project on a heritage listed place, the new theatre project requires approval by the Minister for Environment and Science, following a recommendation from the Queensland Heritage Council.
Under the Act, a heritage application requires a period of public notification. I can advise the notification period commenced on 27 September 2019 and closes midnight on 28 October 2019.
This process provides the opportunity for interested parties to comment on the design and its appropriateness to the heritage listing and its alignment to the QCC Conservation Management Plan, which was developed following the QCC’s listing in mid-2015.

During the 20-business day public notification period, a copy of the application can be viewed on the Queensland Government website (along with a copy of the public notice) or inspected at the Department of Environment and Science offices at Level 3, 400 George Street, Brisbane, 8:30am-5:00pm Monday to Friday.

The outcome of the heritage approval process will inform a Ministerial Infrastructure Designation (MID), under the Planning Act 2016. A MID allows a public or non-public sector infrastructure entity to seek approval for the development of community-supporting infrastructure through the Planning Minister.
The MID process also requires public notification and consultation to ensure that the Planning Minister considers the needs of the local community when assessing the application.
Once the dates for the public notification for the MID have been confirmed, further information and advice on how to make a submission will be provided.
