As a State Government project on a heritage-listed site, the new theatre project requires approval by the Minister for Environment and Science, following a recommendation from the Queensland Heritage Council.
Under the Act, a heritage application requires a period of public notification. The notification period started on 27 September 2019 and closed at midnight on 28 October 2019.
This process provided the opportunity for interested parties to comment on the design and its appropriateness to the heritage listing and its alignment to the Queensland Cultural Centre Conservation Management Plan, which was developed following the QCC’s listing in mid-2015.
In late December 2019, the Minister provided approval of the QHC’s recommendation, with the decision published in the Government Gazette and The Courier-Mail.
The next step in the approvals processes for the new theatre is the Ministerial Infrastructure Designation (MID), under the Planning Act.
A MID allows a public or non-public sector infrastructure entity to seek approval for the development of community-supporting infrastructure through the Planning Minister.
The MID process also requires public notification and consultation to ensure that the Planning Minister considers the needs of the local community when assessing the application.
The Ministerial Infrastructure Designation request (MID-1019-0379) has been made to the Planning Minister under Chapter 2, Part 5 of the Planning Act 2016. The notification period for the MID began on 20 January 2020 and closes at midnight on 18 February 2020.
